David V. Abbott serves as the Deputy Commissioner and General Counsel for the Rhode Island Department of Elementary and Secondary Education (RIDE). Mr. Abbott is part of the Commissioner’s senior adaptive leadership team and works with the Commissioner on the implementation of the state’s strategic plan for transforming education in Rhode Island. In addition to his broad responsibilities as the Deputy Commissioner, Mr. Abbott has direct responsibility for the Division of Accountability and Quality Assurance, which includes the Legal Office, the Office of Data and Analysis, and the Office of School Transformation. Prior to joining RIDE, Mr. Abbott was a partner in the law firm of Asquith, Mahoney & Robinson, where he represented several Rhode Island school districts in the areas of public policy, special education, civil rights, and labor law. He holds an M.Ed. in Educational Policy and Administration, and is a former public-school teacher and Outward Bound course director. Mr. Abbott has published several articles in the areas of education law and policy and is a frequent speaker on public education issues.
