Todd Flaherty has served as deputy commissioner
since 1995. He leads the
Instructional Programs Division, which includes the offices of
Assessment &
Accountability, Instruction, Special Populations, and Middle &
High School
Reform & Adult Education.
Dr. Flaherty is a former president of the Rhode Island
Superintendents Association, assistant superintendent, and high school principal. He
received a doctorate from Boston University in Policy and Planning. His undergraduate
(B.A.) degree is from Syracuse University in history and political science.

David
V. Abbott has been serving as the Deputy Commissioner at the Rhode Island
Department of Elementary and Secondary Education since December of 2001. Mr.
Abbott oversees the Department’s Division of Systems Support, including the
Offices of Progressive Support & Intervention, Educator Quality and
Certification, Network and Information Systems, and Finance. Prior to joining
RIDE, Mr. Abbott was a partner in the law firm of Asquith, Mahoney & Robinson,
where he represented several Rhode Island school districts in the areas of
public policy, special education, civil rights, and labor law. He holds an
M.Ed. in Educational Policy, and is a former public-school teacher and Outward
Bound course director. He sees RIDE’s greatest challenges as the implementation
and integration of the No Child Left Behind Act, the Individuals with
Disabilities Education Act, and Rhode Island’s system of school and district
accountability.
