Education Programs

Student Support and Academic Achievement Grants Program (Title IV, Part A) Waiver and Public Comment Request 


RIDE intends to submit a request to the United States Department of Education (USED) to waive the following Title IV-A requirements for Federal fiscal year (FY) 2020:

  • 20-20-Some Portion Requirement, ESSA, Title IV. Part A Section 4106(e)(2)(C), (D), and (E) of Title IV, Part A; and
  • 15% Technology Infrastructure Cap, ESSA Title IV, Part A Section 4109(b).

RIDE also intends to submit a request to USED to waive the LEA Needs Assessment Requirement, ESSA Title IV, Part A Section 4106(d) for the 2020-2021 school year.

The US Department of Education is allowing states to request these waivers due to the extraordinary circumstances created by the COVID-19 pandemic, for which a national emergency has been declared by the President of the United States under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Providing additional flexibilities for allowable activities under Title IV, Part A will provide schools with the options necessary to address their critical needs. As part of this waiver process, RIDE is required to gather public comments. If you are interested in providing public comment, please submit all comments, including whether or not you support this waiver request to Stephanie.Enos@ride.ri.gov by 4:00 pm Monday, December 28, 2020.
